Where Cape Coral driveways sink
Two places, over and over. The first is the apron at the street, where the driveway meets the swale or the culvert — that section takes every vehicle and often sits over fill that was never compacted as well as the rest. The second is wherever water concentrates: the low corner, the downspout outlet, the edge nearest the canal. Sand moves, the base loses support and the pavers follow.
Rocking pavers mean the joints went first
A paver that moves underfoot has lost the lateral support of its neighbours, which means the joint sand is gone. Left alone, the edges start to chip where they knock together, and a chipped paver cannot be re-set cleanly — it has to be replaced. Catching this at the rocking stage is the cheap version of this repair.
Roots
Mature ficus and black olive are common in the older parts of the Cape and both send roots shallow and wide. Lifting the affected pavers, cutting the offending root properly, restoring the base and re-laying is a real repair. Shaving the paver or laying more sand on top is not — it comes back within a year.
Matching old pavers
Colour lots change and Florida sun fades everything, so a patch laid with new stock of the same model will not match. The usual approach is to pull replacements from a low-visibility area — behind a gate, under the side gate path — and put the new pavers there instead, where the mismatch is invisible. Worth asking for by name; not every crew offers it.

The driveway is yours. Work in the right-of-way — the strip between the sidewalk or swale and the street — can involve the City of Cape Coral, and that is worth confirming before anything is dug.
Can you re-level without taking the whole driveway up?
Usually yes. Pavers are a modular surface — that is their advantage over poured concrete. Only the failed area comes up.
